It was also noted that Obermeyer recommends additional erosion <br />control be installed along the north and east property lines to min;m;~e material from leaving the site <br />and onto McKinley Street on the north and onto the pazking lot azea of Lot 4 on the east. Also, he <br />recommends an additional rock dike be constructed at the driveway entryway from this site to Lot <br />4. Obermeyer recommends approval subject to four conditions. <br />Schultz advised the lot drainage is into the pond to the west of Thurston Avenue but a permit was <br />required due to the amount of drainage and to assure erosion control. <br />Motion by Haas, seconded by Ferguson, to approve LRRWMO Permit #97-02, International <br />Building Concepts, as submitted subject to the following conditions: <br />1. The erosion control measures must be constructed at the initial stages of construction <br />and be maintained until all areas altered on the site have been restored. Additional <br />erosion control must be installed along the north and east property lines to minimize <br />material from reaching McKinley Street and Lot 4 on the north and east, respectively. <br />2. At the entryways onto the site, rock filter dikes being a minimum of two feet in height . <br />and having maximum side slope of four to one must be constructed. These rock 61ter <br />dikes will enable construction traffic to enter the site and also provide an erosion <br />control facility. The rock dikes must be continually maintained during the construction <br />phase of the project. An additional rock dike must be installed at the driveway <br />entryway from this site to Lot 4. <br />3. Street sweeping must be undertaken and completed on an as-needed basis. <br />4. Upon completion of construction and restoration of disturbed areas, the permit <br />applicant is responsible for the removal of all erosion control measures installed <br />throughout the site. <br />Vote: 3 ayes, 0 nays. Motion carried. <br />Potential for Spring Flood Conditions <br />A brief discussion occurred regarding the potential for spring flood conditions in member cities. <br />Six Cities Second Generation Plan -Update <br />Ferguson updated the LRRWMO regazding BWSR's response to the Six Cities Second Generation <br />Plan indicating they will require all plan approvals to be subject to submission of an updated JPA, <br />process to allow public participation, CIP voting requirements, annual meetings, process for . <br />dissolution, etc. He advised the first review by BWSR did not indicate anything about the JPA <br />requirement; that is new policy. Ferguson commented there is some dissatisfactionwith the Six Cities <br />Boazd about how these reviews have been handled and having to reconsider the JPA since that <br />activity was completed just prior to the Plan Update. <br />
