LRRWMO Meeting Minutes <br />March 20, 1997 <br />Page 5 <br />7. The applicant should be advised that a NPDES Construction permit is also required <br />from the MPCA for this project. <br />8. The Minnesota Department of Natural Resources and U.S. Army Corps of Engineering <br />must be contacted to determine if permits from these agencies are required. <br />9. If dewatering is required and sump pumps are used, the pumped discharge must be <br />discharged through an erosion control facility prior to leaving the construction site. At <br />the outlet of the discharge, energy dissipation must be provided to minimize an erosion <br />problem from occurring. <br />Vote: 3 ayes, 0 nays. Motion carried. <br />LRRWMO Permit #97-1 -Anoka Enterprise Park -Phase 5. Street and Utilities -Anoka <br />The LRRWMO reviewed the Mazch 12, 1997, memorandum from Consulting Engineer Bob <br />Obermeyer ofBan• Engineering indicating his review of the plans for Anoka Enterprise Park (AEP) - <br />Phase 5, Street and Utilities, and recommendation for approval subject to four conditions. It was <br />• noted the permit is for street construction and utility installation within Phase 5 of the Anoka <br />Enterprise Park development in Anoka. Schultz provided details regarding the storm water drainage <br />route and advised the storm sewer system already exists. <br />Motion by Ferguson, seconded by Haas, to approve LRRWMO Permit #97-O1, AEP -Phase <br />5, street construction and utility installation as submitted subject to the following conditions: <br />1. The erosion control measures must be constructed at the initial stages of construction <br />and be maintained until all areas altered on the site have been restored. <br />2. At the entryways onto the site, rock filter dikes being a minimum of two feet in height <br />and having maximum side slope of four to one must be constructed. These rock filter <br />dikes will enable construction traffic to enter the site and also provide an erosion <br />control facility. The rock dikes must be continually maintained during the construction <br />phase of the project. <br />3. Street sweeping must be undertaken and completed on an as-needed basis. <br />4. Upon completion of construction and restoration of disturbed areas, the permit <br />applicant is responsible for the removal of all erosion control measures installed <br />throughout the site. <br />Vote: 3 ayes, 0 nays. Motion carried. <br />LRRWMO Permit #97-2 -International Buildine Concepts -Anoka <br />• The LRRWMO reviewed the March 12, 1997, memorandum from Consulting Engineer Bob <br />Obermeyer of Barr Engineering indicating his review LRRWMO Permit #97-2 to construct a 56,470 <br />square foot building on a 3.7 acre site. It was noted the plans show that surface water runoff from <br />the site is to be conveyed by a proposed storm sewer that is to connect to the existing storm sewer <br />system along McKinley Street that discharges into a permanent regional storm water detention/water <br />
