LRRWMO Meeting Minutes <br />March 20, 1997 <br />Page 4 <br />not approve such a permit, the applicant has modified their plan to go azound the DNR wetland. <br />Haas reviewed the proposed plan and his conversation with Obenneyer to review the revised plans. <br />He reported Obermeyer has indicated he would recommend approval as long as the applicant meets <br />the requirements of the WCA, conditions of approval, and his final review of the revised plans. <br />Pete Raattika, Woodland Development Company, stated there aze no structures proposed for the low <br />azea. Haas advised this proposal is under a PUD and outside of MUSA. Each lot has been "perked" <br />and will have on-site septic sewer systems. Also each sewer azea will be roped off to prevent impact <br />by contractors. <br />Haas stated he is comfortable with considering approval contingent upon Obermeyer's final review <br />and noted the applicant understands no grading can occur until all conditions are met. With regazd <br />to mitigation, Raattika stated while there is area for mitigation, they believe it all falls under the <br />exemption. <br />Weaver noted this property is within the Wild and Scenic Rivers Area. Haas reviewed the distance <br />requirements to determine the location of the buildings. Discussion ensued regazding restrictions on • <br />tree and vegetation removal. <br />The Administrative Secretary was authorized to request a final list of conditions of approval for <br />inclusion in the motion. <br />Motion by Ferguson, seconded by Weaver, to approve LRRWMO Permit 96-15, Timber River <br />Estates, subject to review by Obermeyer of the final plan to assure compliance with the WCA <br />and conditioned on the following: <br />1. All erosion control measures shown on the plan must be installed at the initial stages <br />of construction and be maintained until all areas altered have been restored. <br />2. The water quality basins must be constructed at the initial stages of construction and <br />be functional during the site grading portion of the project. <br />3. The limits of the wetland fill throughout the site must be staked and field verified by <br />the Anoka Conservation District prior to filling to ensure that the deminimus <br />exemption still applies. If additional fill within the wetland areas results from this field <br />staking, this additional fill request must be submitted to the LRRWMO for review and <br />approval. <br />4. At the entryways on the site, rock filter dikes, being a minimum of two feet in height <br />and having maximum side slopes of 4:1, must be constructed. These rock filter dikes <br />will provide erosion control facility and enable construction traffic to enter the site. <br />The rock filter dike must be continually maintained during the construction phase of • <br />the project. <br />5. Street sweeping must be undertaken and completed on an as-needed basis. <br />6. Upon completion of construction and restoration of disturbed areas, the permit <br />applicant is responsible for the removal of all erosion control measures installed <br />throughout the site. <br />
