LRRWMO Meeting Minutes <br />March 20, 1997 <br />Page 3 <br />Anoka Department of Parks & Recreation -Rum River South County Pazk Project <br />Schultz advised of the Anoka County Parks and Recreation Department planned improvements to <br />the Rum River South County Pazk on the Rum River and their inquiry if a LRRWMO permit will be <br />required for this work. Schultz reported he spoke to Tom Hovey, DNR, who indicated the <br />preliminary plans are not complete enough to make that determination. <br />Schultz read the list ofproject items which includes the replacement of the existing small metal picnic <br />shelter; upgrade boat access; pavement of several areas including the entrance road, picnic azea, <br />pazking lot, and pave internal trails throughout the pazk; relocate and install new play stnacture. Due <br />to the placement of the dock, Schultz stated DNR may require a permit. <br />Haas noted the LRRWMO requires entities to apply for a permit and submit plans if erosion is a <br />concern but this is up to Anoka to determine. Schultz clarified that Anoka is not the LGU, the <br />LRRWMO is. It was noted that Anoka was required to make application when improvements were <br />made to Peninsula Point Pazk. <br />. Motion by Haas, seconded by Ferguson, to direct the Administrative Secretary to notify the <br />Anoka County Department of Parks & Recreation of the need for a LRRWMO Permit. Vote: <br />3 ayes - 0 nays. Motion carried. <br />REPORT OF OFFICERS -None. <br />OLD BUSINESS <br />Review Newsletter Article -Jankowski <br />Not available; tabled to April 17, 1997 meeting agenda. <br />NEW BUSINESS <br />LRRWMO Permit #96-15 -Timber River Estates -Andover <br />The LRRWMO reviewed the Mazch 12, 1997, memorandum from Consulting Engineer Bob <br />Obermeyer of Barr Engineering indicating his review of the plans for Timber River Estates and <br />recommendation that action on the permit be continued by the LRRWMO until the DNR makes a <br />determination regarding the filing of a portion of a DNR Protected Waters Wetland for the <br />construction of the roadway through the site. They also reviewed his three additional comments <br />• regazding the low points along the roadway alignments, need for the Anoka Conservation District <br />(ACD) to field verify the numerous wetland azeas, and discrepancy of the low floor elevation which <br />needs to be resolved. <br />Haas explained this item was tabled at the last meeting based on the recommendation of Ban <br />Engineering to delay consideration until the DNR took action on their permit.
