1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />GATEWAY NORTH INDUSTRIAL AIRPORT PROJECT RELOCATION PLAN <br />General <br />This relocation program plan is to be included in the <br />"Enviromental Impact Assessment Report" which is submitted with the <br />Preapplication for Federal Assistance. The relocation plan is based <br />on preliminary investigations by qualified Relocation Consultants. <br />The data complies with Federal Aviation Regulations 152, the Uniform <br />Relocation Assistance and Real Property Acquisition Policies Act of <br />1970, Public Law 91-646. This plan identifies the characteristics and <br />needs of the individuals and families who are being displaced and the <br />availabilities of decent, safe and sanitary housing__ which are <br />currently on the market and available as comparable replacement <br />housing. The study indicates the probable availability of decent, <br />safe and sanitary housing within the financial means of the <br />individuals and families affected. The investigation establishes that <br />the necessary dwellings and lands available are sufficient to meet the <br />needs of the displacees. The turn over in housing stock as well as <br />the availability of land surrounding the project area provides a <br />continuing inventory that is available to the displacees. A review of <br />the multiple listing manuals, as well as a physical investigation of <br />the area is the basis for the statement. <br />The project area maybe classified as a medium income area <br />inhabited by the young and growing families, working adults and a few <br />retirees. The homes are well maintained and the area shows no signs <br />of blight. The estimated number of displacees are 20 residential and <br />6 businesses. ' <br />Interview Process <br />A 100 percent survey of the project area enabled the relocation <br />consulatant to identify the characteristics and needs of the potential <br />displacees. Personal contacts were made in October and November of <br />1987, of those occupants who live in homes and who may require <br />relocation benefits. A review of the interview process is as follows: <br />1. Brochures, "When a Public Agency Acquires Your <br />Property", "Relocation Assistance to Displaced <br />Home Owners", "Relocation Assistance to Displaced <br />Tenants" and "Relocation Assistance to Displaced <br />Businesses and Non Profit Organizations", were <br />provided to the respective displacees. <br />2. The acquisition process was explained in <br />detail, beginning with the notice from the <br />displacing agency, contact by the appraisers, the <br />review appraisal and the establishment of just <br />compensation followed by a formal offer to <br />purchase, signing of a purchase agreement or <br />filing for condemnation. <br />C-2 <br />Et RAL - STATE RELOCATION CONSULTING SERVICE 299 No. Snelling Ave. St. Paul.
