2.15 LIGHT EMISSIONS <br />Good airport lighting is a necessity for safe operations at any <br />airport. It is also required for purposes of security, <br />obstruction warnings, and navigational guidance. <br />The existing runway lighting is a temporary airport lighting <br />system (TALS) and lines the edges of the runway. These lights <br />are visible from any angle. In addition, the planes, <br />themselves, have high intensity lights to, give them greater <br />visibility on the field and to warn other aircraft of their <br />presence. Lastly, a rotating green and white beacon aids pilots <br />in locating the airport. No complaints due to light emissions <br />have been received by the City or Fixed Base Operator. <br />The improvements to Runway 16-34 will be accompanied by changes <br />in runway, taxiway, and approach lighting. The taxiways will <br />include a combination of retroreflectors (straight segments) and <br />lights (taxiway fillets). The runway lighting will be upgraded <br />to medium intensity to assure good visibility at night and in <br />inclement weather. Additional changes will occur with approach <br />lighting aids. Runway End Identifier Lights (REILS), Precision <br />Approach Slope Indicators (PAPI's) and threshold lighting will <br />be installed on each runway end. It is doubtful that the light <br />emissions from these lighting aids will be a source of <br />annoyance. <br />Since the light beam from these lights will be directed upward <br />and will be above the motorists and residences, the approach <br />lights will not present a hazard to motorists. Shielding and <br />beam angular adjustment consistent with airport safety may also <br />be adopted should light emissions prove to be a source of an- <br />noyance at some point in the future. <br />2.16 ENVIRONMENTAL PERMITS REQUIRED <br />State and local permits will be required for development of the <br />airport and for relocation of CSAH 116. Among these are: <br />City <br />Environmental Permit <br />Grading and Filling Permit <br />Water Supply Permit <br />Conditional Use Permit <br />Shoreland Permit <br />Septic System Permit <br />Coordination and permit approvals from Anoka County will be <br />required for the relocation of CSAH 116. <br />2-50 <br />
