3.0 PROBABLE ADVERSE ENVIRONMENTAL IMPACTS WHICH CANNOT BE AVOIDED <br />AND MEASURES TO MINIMIZE HARM <br />The following summarizes adverse effects described in the <br />previous section and measures which will be undertaken to <br />minimize harm. <br />3.1 ACQUISITION/RELOCATION <br />The acquisition of 19 homes and two businesses is a primary <br />impact which cannot be avoided with the proposed project. <br />Somewhat unique to this project is that the majority of poten- <br />tial displacees have indicated either a willingness to relocate <br />or a neutral position on the airport improvement. <br />All real property acquisition will be accomplished in accor- <br />dance with the provisions of Title III of the Uniform Reloca- <br />tion Assistance and Real Property Acquisition Policies Act of <br />1970 (P.L. 91-646) as amended, and Subpart I of Part 25 of the <br />Regulation of the Secretary of Transportation (OST). Project <br />assurances for acquisition will be submitted with the Preappli- <br />cation for Federal Assistance in accordance with OST Regula- <br />tions, Part 25.59. <br />All relocation assistance will be accomplished in accordance <br />with the provisions of Title II of the Uniform Act and Part 25 <br />of the OST Regulations. Project assurances for relocation <br />assistance and payments will be submitted with the preapplica- <br />tion for Federal assistance in accordance with OST Regulations, <br />Part 25.57. <br />The City will provide an effective relocation assistance pro- <br />gram and assure that: <br />1. The project shall not be advertised for construction of <br />development until each displaced person has either himself <br />obtained, or has the right of possession to, an adequate <br />replacement dwelling or the City has offered him a compar- <br />able replacement dwelling which is available for immediate <br />occupancy. <br />2. A person shall not be displaced from his dwelling unit <br />without first receiving at least 90 days notice in writing <br />that the premises will be needed for construction or <br />clearance. <br />3. Relocation payments are determined in a fair and equitable <br />manner and are paid to eligible displaced persons in a <br />timely manner. <br />3-1 <br />
