5.0 SHORT TERM USE OF THE LOCAL ENVIRONMENT VERSUS LONG-TERM <br />PRODUCTIVITY <br />Short-term impacts are generally confined to the construction <br />period while long-term productivity represents the gains to the <br />community as a result of project development. <br />The following short-term impacts are expected during the <br />construction period: <br />o increased noise and air pollution due to construction <br />o increased truck traffic on Highway 10 hauling pavement <br />material loads. <br />o possible temporary, minor siltation of drainage courses <br />or wetlands. <br />o a short term economic loss will occur during grading <br />operations when the airport is closed to air traffic. <br />These short term impacts can be greatly reduced through control <br />and planning for construction activity. Noise generated by <br />construction equipment will primarily be confined to the <br />industrial area. Grading and paving operations will occur near <br />residential areas in conjunction with the relocation of CSAH 116. <br />The impacts from equipment noise in the residential areas can be <br />minimized by requiring the Contractor to use equipment in good <br />operating condition and which complies with State and Federal <br />standards. Impacts can further be mitigated by limiting the <br />roadway construction schedule to a reasonable time period for <br />project completion and limiting activity to week days when the <br />fewest residents are at home. <br />Gravel, bituminous, and other construction materials will likely <br />be transported to the site via Highway 10 and Co. Road 56. The <br />number of trips generated by construction equipment is dependent <br />on the type of equipment the contractor and his suppliers have at <br />their disposal, thus the number of trips is difficult to esti- <br />mate. Short-term impacts on transportation systems, however, are <br />expected to be minimal. <br />Airborne dust can be minimized by baring the minimum area <br />required for construction at any one time, watering of soil <br />during grading operations, and the quick establishment of turf <br />cover as soon as practicable. Siltation of drainage courses and <br />wetlands can be minimized by provision of silt fences and <br />settlement basins, if necessary, to check runoff prior to <br />discharge into surface waters. FAA Advisory Circular 150/5370-7 <br />outlines controls to prevent air and water pollution during <br />construction periods and compliance with these controls will <br />minimize short-term impacts. <br />5-1 <br />
