MINNESOTA 55303 421-4760 <br />April 25, 1988 <br />DAN ERHART - CHAIRMAN <br />County Board of Commissioners <br />The Honorable Gary Reimann <br />Mayor, City of Ramsey <br />18008 'Waco Street W.W. <br />Anoka, MN 55303 <br />Dear Mayor Reimann: <br />As Chairman of the Anoka County Board of Commissioners, I appreciate the <br />opportunity to comment on the Environmental Information Document (EID) for <br />Gateway North Industrial Airport. It is our understanding that the public <br />hearing record for the EID is open until April 28. <br />Site P in the City of Ramsey is one of three sites in the Anoka County <br />landfill inventory established pursuant to Minn. Stat. Sec. 473.803. if <br />these sites are to be preserved, the County Attorney's office recommends <br />that the County comment on all processes which could restrict the <br />availability of any site, including the EID process. Thus, it is requested <br />that the following comments be included in the public hearing record. <br />On page 2-11 of the EID, a reference is made regarding "the recent approval <br />of Flying Cloud Landfill." It is our understanding that the proposed <br />expansion of that landfill is still being considered by the Minnesota <br />Pollution Control Agency (MPCA), and that the landfill is not currently <br />accepting waste. The MPCA could provide updated information to the City <br />regarding the status of that proposal. <br />Figure 2-7 should be modified to reflect the actual boundaries of landfill <br />inventory Site P. Please see the attached map. <br />On Pages 2-18 and 2-19 there is a discussion regarding the selection <br />criteria for the Anoka County Landfill Site Inventory, including a <br />discussion of intrinsic suitability. It should be noted that on October 28, <br />1981, the MPCA Board approved Site P as intrinsically suitable for use as a <br />sanitary landfill, and that on September 23, 1982, the Metropolitan Council <br />approved Site P as one of the landfill inventory sites for Anoka County. <br />On pages 2-19 and 2-20 the City's airport safety zoning ordinance is <br />discussed. It is our understanding that the ordinance was adopted in 1987 <br />but rescinded by the results of the April 19 referendum election. The <br />ordinance contained a statement that any expansion or new landfill would be <br />prohibited. Yet, Minnesota Statutes Section 473.811 Subd. 4a states that <br />
