Nowthen Boulevard <br />Ramsey, MN 55303 <br />R~C~I!F~~ <br />APR 2 8 i~~3 <br />Re: Comments on the Draft Environmental Information Document <br />on the Gateway North Industrial Airport Improvement <br />Program <br />Dear Mr. Hartley: <br />Our law firm represents Waste Management of Minnesota, Inc. <br />("WMMI"), the present owner-operator of the Anoka Regional <br />Landfill located in the City of Ramsey, Anoka County. WMMI is <br />filing this comment letter on the Draft Environmental Information <br />Document ("Draft EID") pursuant to Minn. Reg. § 4410.2800 <br />subpart 2, as well as applicable federal law and the procedure <br />adopted by the City of Ramsey in connection with this matter. We <br />appreciate the opportunity to file these comments. <br />WMMI feels that changes are needed to correct certain <br />inaccurate and incomplete material in the Draft EID, some of <br />which results from events which transpired after its preparation. <br />WMMI also feels that a fundamental inadequacy in the Draft EID is <br />its failure to consider adequately the impacts of the proposed <br />project on solid waste management systems in the metropolitan <br />area and its failure to address adequately the conflict between <br />transportation and solid waste planning and management policies <br />which is created by the proposed project, the proposed expansion <br />of the Anoka Regional Landfill, and the potential utilization of <br />Site P as a future landfill site by Anoka County. <br />WMMI has previously submitted written comments to the City of <br />Ramsey in connection with the proposed Gateway North Industrial <br />Airport zoning ordinance (referred to in the Document as "The <br />airport safety zoning ordinance"). In addition, we are aware <br />that the City has also received comments by Anoka County and the <br />
