April 28, 1988 <br />Page Four <br />"No development shall be allowed to occur within <br />the area of a site or buffer area during the <br />period of the metropolitan development limitation <br />without the approval of the council. No county, <br />city, or town land use control shall permit <br />development which has not been approved by the <br />council, nor shall any county, city, or town <br />sanction or approve any subdivision, permit, <br />license, or other authorization which would allow <br />development to occur which has not been approved <br />by the council. The council shall not approve <br />actions which would jeopardize the availability of <br />a site for use as a solid waste facility." <br />Moreover, Minn. Stat. § 473.811 subd. 4(a) provides in part: <br />"Ordinances of counties and local government units <br />related to or affecting waste management shall <br />embody plans, policies, rules and standards and <br />requirements adopted by any state agency <br />authorized to manage or plan for or regulate the <br />management of waste and waste management plans <br />adopted by the council and shall be consistent <br />with the county master plans approved by the <br />council." <br />The proposed airport development interferes with the site <br />selection process involving Site P and it conflicts with <br />metropolitan solid waste policies and plans for the both the <br />expansion and the ultimate development of Site P.
