Pursuit of the project will constitute_a compensable <br />taking from WMMI. <br />If the expansion of the airport precludes WMMI's landfill <br />operations, whether in an expansion or in a future landfill at <br />Site P, it would consitute a regulatory taking of WMMI's property <br />which would be compensable. The Draft EID contains no discussion <br />of the impact of these additional costs upon the feasibility of <br />the project. <br />7. The expansion is proposed for an undesirable site. <br />Page 4-1 of the Draft EID discusses alternatives to the <br />existing airport expansion. This discussion omits a reference to <br />the conclusion of studies conducted for the City of Ramsey <br />between 1979 and 1981 on the need for an upgraded facility. One <br />study concluded that development of a facility on the proposed <br />site would be "very difficult, if not financially impractical." <br />Site study for City of Ramsey, Gateway North industrial Airport. <br />Consulting Engineers Diversified, inc., January 1979, page 23. An <br />analysis of two alternative sites identified a parcel of property <br />owned by General Mills as a preferred location, and recommended <br />that the city proceed with negotiations for site acquisition. <br />City of Ramsey Preliminary Site Selection for the Alternative <br />Airport Site Study, Phase 1. Thus, <br />the Draft EID is inaccurate in that it fails to reflect the fact <br />that previous studies have concluded that the expansion of the <br />existing site is a less desirable alternative than a new site and <br />of questionable feasibility. <br />We appreciate the City's consideration of these comments and <br />urge the City to make appropriate changes in the Draft EID <br />required by these comments.
