If the expansion of the airport precludes WMMI's landfill operations, whether in an expansion or in a future landfill at Site P, it would consitute a regulatory taking of WMMI's property which would be compensable. The Draft EID contains no discussion of the impact of these additional costs upon the feasibility of the project. 7. The expansion is proposed for an undesirable site. Page 4-1 of the Draft EID discusses alternatives to the existing airport expansion. This discussion omits a reference to the conclusion of studies conducted for the City of Ramsey between 1979 and 1981 on the need for an upgraded facility. One study concluded that development of a facility on the proposed site would be "very difficult, if not financially impractical." Site study for City of Ramsey, Gateway North industrial Airport. An analysis of two alternative sites identified a parcel of property owned by General Mills as a preferred location, and recommended that the city proceed with negotiations for site acquisition. Thus, the Draft EID is inaccurate in that it fails to reflect the fact that previous studies have concluded that the expansion of the existing site is a less desirable alternative than a new site and of questionable feasibility. We appreciate the City's consideration of these comments and urge the City to make appropriate changes in the Draft EID required by these comments.
