Phase Ib, Public Participation is proposed to be completed on a time and materials basis allowing for hearing preparation, attendance at hearings and material costs for audio and visual display. This work will run concurrent with Phase Ia. There could be some reduction in the cost of the AMP should the commission members themselves volunteer to do research and/or compile data required for the plan study. The value of this work is difficult to measure at this time without detail discussion with the members. It is proposed that should the study be funded, we could meet with the commission on a regular basis to discuss the plan and seek advice and guidance in developing the final AMP. The proposed schedule of events suggests that it would take six to eight (6-8) months to complete the draft AMP.
