' A review of each site will include: <br />A) Preliminary airport layouts utilizing existing maps; <br />B) Review of economic factors; <br />C) Review of environmental factors; <br />D) Review of the site's ability to meet the City's long range plans; and <br />E) Comparison of the two sites and the selection of the final site for <br />further study in Phase II. <br />Mn/DOT AND FAA REQUIREMENTS <br />A. General Discussion <br />In order to develop and/or expand airport facilities with state and <br />federal aid, agencies of both levels of government require that certain <br />guidelines be followed. <br />As a primary requirement, the sponsor of the airport must be a unit of <br />government. The sponsor of this study is the City of Ramsey which <br />neither owns, operates nor regulates the present facilities at Gateway <br />North Industrial Airport except by its zoning and subdivision authority <br />and ordinances. The city has sponsored this study with the intent of <br />evaluating alternative airport sites due to the serious ground space <br />limitations which exist at the Gateway North site. The long-range goal <br />in developing an airport facility in Ramsey is to promote business and <br />industrial development while also increasing the associated tax base and <br />job opportunities. <br />2 <br />
