' A review of each site will include:
A) Preliminary airport layouts utilizing existing maps;
B) Review of economic factors;
C) Review of environmental factors;
D) Review of the site's ability to meet the City's long range plans; and
E) Comparison of the two sites and the selection of the final site for
further study in Phase II.
Mn/DOT AND FAA REQUIREMENTS
A. General Discussion
In order to develop and/or expand airport facilities with state and
federal aid, agencies of both levels of government require that certain
guidelines be followed.
As a primary requirement, the sponsor of the airport must be a unit of
government. The sponsor of this study is the City of Ramsey which
neither owns, operates nor regulates the present facilities at Gateway
North Industrial Airport except by its zoning and subdivision authority
and ordinances. The city has sponsored this study with the intent of
evaluating alternative airport sites due to the serious ground space
limitations which exist at the Gateway North site. The long-range goal
in developing an airport facility in Ramsey is to promote business and
industrial development while also increasing the associated tax base and
job opportunities.
2
