CONCLUSION
The study shows that serious ground space limitations make development
of an airport facility on the present industrial park airport site very
difficult, if not financially impractical.
Development of a new airport facility requires the control of air and
ground space necessary for future expansion and for the welfare and safety
of the flying public and persons and property on the ground. The govern-
mental agencies' responsibilities must cover all the area considered in
selection of a site.
Development that has already taken place in accord with the adopted
Urban Plan is in conflict with development of an airport at the present
site that will meet the requirements of regulatory and funding agencies.
The Land Use Plan that is now underway, however, can either take a new
site into account or provide for minimizing future conflicts with the
existing site.
In view of the demonstrated need for a publicly -owned airport in the
Ramsey area as evidenced by the use of the present facility and in view
of the obvious costs and disruption involved in bringing the existing
facility into compliance with funding and regulatory agency requirements,
it is recommended that a search be made for an alternative site for the
present Gateway North Airport.
23
