STUDY PURPOSE <br />As part of the City's continuing planning process, the practicalities of the <br />continued existence of the airport must be examined. To the extent that the <br />existing airport is privately owned and located on private property, its <br />continued existence becomes an economic determination by the property owners <br />rather than a public decision by the city council. In addition, since public <br />funding is not available to the present facility, there are severe economic <br />limitations to the improvements that can be made to the present facility. <br />Since public ownership is required to receive and insure the use of available <br />federal, state, and city funding, it is necessary to determine whether <br />acquisition of the facility by the City of Ramsey in its present location is in <br />the public interest or whether a new facility on an alternate site may better <br />serve the public interest. <br />The objective of this study is to establish a basis for making that determination. <br />Specifically, the major goal of the study is to determine whether the existing <br />airport can be feasibly expanded and /or otherwise improved to conform to Federal <br />Aviation Administration (FAA) and Minnesota Department of Transportation <br />(Mn /DOT) standards. <br />The second goal of the study is to determine the impact of the ultimate <br />' development of the airport at its present location upon Ramsey's Comprehensive <br />Plan. <br />' 3 <br />
