STUDY PURPOSE
As part of the City's continuing planning process, the practicalities of the
continued existence of the airport must be examined. To the extent that the
existing airport is privately owned and located on private property, its
continued existence becomes an economic determination by the property owners
rather than a public decision by the city council. In addition, since public
funding is not available to the present facility, there are severe economic
limitations to the improvements that can be made to the present facility.
Since public ownership is required to receive and insure the use of available
federal, state, and city funding, it is necessary to determine whether
acquisition of the facility by the City of Ramsey in its present location is in
the public interest or whether a new facility on an alternate site may better
serve the public interest.
The objective of this study is to establish a basis for making that determination.
Specifically, the major goal of the study is to determine whether the existing
airport can be feasibly expanded and /or otherwise improved to conform to Federal
Aviation Administration (FAA) and Minnesota Department of Transportation
(Mn /DOT) standards.
The second goal of the study is to determine the impact of the ultimate
' development of the airport at its present location upon Ramsey's Comprehensive
Plan.
' 3
