Mn /DOT AND FAA REQUIREMENTS
A. General Discussion
In order to develop and /or expand airport facilities with state and
federal aid, agencies of both levels of government require that certain
guidelines be followed.
As a primary requirement, the sponsor of the airport must be a unit of
government. The sponsor of this study is the City of Ramsey which
neither owns, operates nor regulates the present facilities under study
except by its zoning and subdivision authority and ordinances. The city
has sponsored this study with the intent of either preserving the present
airport or replacing it with a publicly -owned facility. The intent of
either alternative is to promote business and industrial development while
also increasing the associated tax base and job opportunities.
If the existing airport were determined to be suitable, the site and facil-
ities could be acquired by the city along with additional land. The salvage-
able facilities on the present site would be limited to the land itself.
In order to be eligible for federal and state funding, the facility must
be capable of being fully developed as a Basic Utility - Stage II airport
according to the requirements of both the MnDOT and the FAA. Therefore,
the feasibility of completely developing a Basic Utility - Stage II airport
will be the basis for evaluating the existing airport.
4
