N. RFLiFVER SYSTEM i TERNATNE
Eight alternatives were developed to resolve existing and future deficiencies in the
region's reliever airport system. Each of these alternatives provides various methods to
resolve the two primary system deficiencies: aircraft storage and annual operational
capacity. Other factors that could influence the development of feasible alternatives for
improving the reliever airport system were also considered.
Initially, alternatives were examined in tenors of their potential ability to reduce
operational delay in the reliever airport system. In the next step of the analysis, alternatives
were evaluated based on the following criteria:
Ability to reduce operational delay
Implementation costs
Potential environmental impacts
Convenience for system users
Long-term flexibility
Implementation feasibility
In the final step of the alternatives analysis, a preferred system alternative was chosen using
a weighting and rating system for these criteria.
1. FORMLn-AT[ON OF SYCTRM i TFRNATfVRR
Several factors were considered in formulating alternative development approaches
for the reliever airport system. These factors include:
Aircraft storage deficiencies
Capacity limitations and delay
Intra-system diversion potential
Geographic coverage

N-1
