Examination of these factors was essential to identifying reasonable system alternatives that
could resolve system deficiencies.
(1) Aircra_fr Storagg Deficiencies
Deficiencies related to e~dsting aircraft storage at each reliever airport are
identified in Chapter III, "Capaaty Analysis." This analysis indicates that demand
will surpass existing storage capacity at six of the seven relievers, as measured by
their existing nttmber of hangar and tie-down spaces, by the end of the planning
period. While this indicated that the need for additional aircraft storage could have
been a major factor in identifying system alternatives, an analysis of available on-
airport property indicated that each reliever has the potential to construct storage
greater than or equal to projected demand (see Table N-i).
The on-airport expansion potential for each airport, presented in Table IV-
1, is derived from the 1987 "Evaluation of Aircraft Storage Capacity" report prepazed
by the Metropolitan Airports Commission (MAC) and supplemental data gathered
from airport management. Table N-1 wmpazes the existing number of conventional,
T-hangaz, and tie-down pazldng spaces at each of the reliever airports to the
additional storage spaces that would be available if airport-controlled property were
developed for aircraft hangazs. The 1987 MAC report also indicates that two
airports, Anoka County-Blaine and Flying Cloud, have off-airport expansion potential
for aircraft storage and pazking. South St. Paul airport management indicates that
there is undeveloped land adjacent to the existing airport boundary; however, this
property is reportedly not zoned for airport use, and it may be difficult to develop
it for aviation-related activities. It is important to note that off-airport properties are
not required to meet the projected demand for aircraft storage at the existing reliever
airports. Therefore, these off-airport properties were not considered in the
evaluation of potential storage development.
~~
N-2
