For analysis purposes, <br />the cost for Alternative 1 was assumed to be uro. <br />(2) Alr rnatve 2- inim„m Development Plus Infra-System Diversion <br />Alternative 2 is similar to Alternative 1, the exception being that infra-system <br />diversion is assumed to occur when a reliever airport reaches 80 percent of its <br />operational-capacity. As described is the discussion of the factors considered in the <br />formulation of alternatives, diversion will occur only if a suitable airport is located <br />within an estimated 15-mile travel radius of the airport that exceeds 80 percent of <br />its operational capacity. Alternative 2 does not include capacity-enhancing airside <br />improvements at the existing relievers or the addition of new airports to the reliever <br />system. Improvements at Lake Elmo Airport will be required, however, to provide <br />a facility suitable to attract diversion from St. Paul Downtown. Improvements at <br />Lake Elmo will consist of a 1,000-foot extension to Rtmway 3/21. <br />Alternative 2 is illustrated in Esbtbit N 5. <br />1. System Diversion <br />To estimate the number of based aircraft and operations that can be <br />diverted from air individual airport, it was assumed that when operations <br />reach 80 percent of capacity (ASS, diversion could occur. A suitable facility <br />with surplus capaaty, however, must be located within an estimated 15-minute <br />drive to accommodate the diversion. <br />Three airports, Anoka County-Blaine, St. Paul Downtown, and Flying <br />Cloud, aze projected to surpass 80 percent of their available operational <br />capacity by the end of the planning period. These three airports must divert <br />191, 55, and nine aircraft, respectively, to ec}tieve an 80 percent ratio between <br />operations and capacity. While diversion would be beneficial, only a portion <br />of the total diversion can be satisfied in Alternative 2. Approximately 26 <br />aircraft can be diverted from Anoka County-Blaine to Crystal Airport and 55 <br />single- and light twin-engine aircraft can be diverted from St. Paul Downtown <br />to Lake Elmo.
