With the addition of Gateway North Industrial Airport to the reliever <br />system, the total operational demand for the system is estimated to be at 69 <br />percent of its capacity by the end of the planing period. <br />The projected number of annual operations as a percentage of ASV <br />for each of the relievers in Alternative 5 is presented in Table N-8. <br />3. System Delay <br />Total delay for the reliever system with Alternative 5 is estimated at <br />2S million minutes annually. by the end of the planning period. Average <br />delay by the end of the planning period is estimated at 1.7 minutes per aircraft <br />operation. Average delay per aircraft operation at Anoka County-Blaine is <br />estimated at 5.8 minutes per operation. Delay at Gateway North Industrial <br />would approach four minutes per operation by the end of the planning period. <br />Delay at other relievers in Alternative 5 is reflected is Table N-8. <br />4. Preliminary System Cost <br />An estimated 57,743,000 for improvements at Gateway North Industrial <br />was reported in the airport's Draft Environmental Information Document <br />Airport Improvement Program. ' This estimate does not include hangaz <br />. development. Approximately S4 million of the required improvement costs <br />are for land acquisition and relocation expenses. While the ultimate amway <br />length at Lake Elmo will be based on a comprehensive development plan <br />update, a 1,000-foot runway extension at Lake Elmo is estimated at 5691,000. <br />The total cost for Alternative 5 is 58,434,000. <br />(6) Alternative 6 -Addition of a New General Aviation Airport in Search Area <br />"A" Plus Infra-System Diversion <br />Previous studies have been undertaken to investigate the feasibility of locating <br />a new airport is the northwestern portion of Iiennepia Count}, however, a specific <br />site for such a facility has not yet been identified. Anew general aviation airport in <br />this azea would be able to accommodate diverted demand from Anoka County- <br />Blaine Airport. Alternative 6 also provides for infra-system diversion.
