3. System Delay <br />The total delay for the reliever system with Alternative 6 is estimated <br />at 1.4 million minutes annually by the end of the planning period; average <br />delay is estimated at one minute per aircraft operation. With Alternative 6, <br />four of the eight relievers are estimated to approach 80 percent of their <br />operational capaaty. These four relievers, Anoka County-Blaine, Crystal, <br />Flying Cloud, and St. Paul Downtown, would average 1.2 minutes of delay per <br />operation. Anew general aviation airport in Search Area "A" could expect <br />delays of approximately .6 minutes per operation by the end of the planning <br />period (see Table N-9). <br />4. Preliminary System Cost <br />Preliminary costs for constructing a new general aviation airport in <br />Search Area "A" aze estimated at S6,200,000. This airport would include a <br />500-acre land envelope, a 5,000-foot long by 100-foot wide asphalt runway, a <br />.parallel taxiway, an access road, aircraft apron, NAVAIDs, and an area for <br />auto pazldng. This estimate does not include the costs that would be <br />associated with the development of landside facilities nor does it reflect <br />possible vests related to residential acquisition and relocation. The additional <br />cost per relocated home cannot be estimated until an actual site has been <br />selected, nor can the costs that may be incurred to mitigate environmental • <br />problems at a new site be determined. A 1,000-foot long runway and taxiway <br />extension at Lake Elmo is estimated to cost 5691,000. The total cost for <br />Alternative 6 is estimated at 56,891,000. <br />(~ <br />.Alternative 7 is a rnmbinatioa of strategies recommended in Alternatives 4 <br />and 5. As mentioned is the discussion of these two alternatives, Gateway North <br />Industrial is currently a private airport. For this airport to be upgraded to reliever <br />status, a public sponsor would be required and approximately 227 acres (rnntaining <br />several houses and businesses) would need to be purchased to expand the airport's <br />existing land envelope. The addition of as air traffic. control tower and pazailel <br />tumvay (17R/35L) at Anoka Cotmty-Blaine would significantly increase that airport's <br />airfield capacity. As in all the diversion alternatives, diversion is assumed to occur <br />(whenever possible) at airports when demand surpasses 80 percent of operational • <br />N-39 <br />
