System Diversion <br />With the increase in operational capaaty provided by a pazallel nmway <br />and control tower at Anoka County-Blaine, only 43 based aircraft would need <br />to be diverted from Anoka County-Blaine to decrease demand to 80 percent <br />of capacity. If its facilities were improved and expanded to accommodate <br />the diverted aircraft, the most likely reapieat of this diversion would be <br />Gateway North Industrial Diversion of 55 aircraft fiom St. Paul Downtown <br />to Lake Elmo is also anticipated to reduce congestion. <br />2. Operational Demand <br />Anoka County-Blaine Airport needs to divert 43 based aircraft to <br />reach a demand level equal to 80 percent of ASV. This, of course, assumes <br />the implementation of a parallel runway and a control tower at the airport. <br />With improved facilities, Gateway North Industrial can accommodate these <br />diverted aircraft and still have surplus storage and operational capacity. An <br />estimated 29,000 annual operations would be associated with the diversion <br />of 43 aircraft to Gateway North Industrial With this diversion and the <br />addition of a parallel rumvay and tower, Anoka County-Blaine would be <br />operating at 80 percent of its annual capacity. Gateway North Industrial <br />would be operating at approximately 34 percent of its annual capacity by the <br />end of the planning period with diversion from Anoka County-Blaine and the <br />growth projected in its master plan. <br />With the addition of Gateway North Industrial to the reliever system <br />and improvement in the operational capacity at Anoka County-Blaine, total <br />operational demand for the system would reach 65 percent of its capacity by <br />the end of the planning period. <br />The projected number of annual operations as a percentage of ASV <br />for each of the relievers in Alternative 7 is presented in Table IV-10. <br /> <br />IV-40 <br />
