This estimate, <br />which was inflated from the 1976 Lake Elmo master plan, includes a 1,000- <br />foot long runway extension at the airport to help attract diversion from St. <br />Paul Downtown. It should be noted that a comprehensive development plan <br />update and environmental assessment would be required to determine the <br />ultimate length of .this extension, which was considered in all diversion <br />alternatives. <br />Alternative 3 is estimated to cost $3,454,000 in 1989 dollars. <br />Alternative 3's cost includes $2,454,000 for a parallel runway/taxiway and <br />$1,000,000 for an air traffic control tower at Anoka County-Blaine Airport. <br />Costs for the pazallel runway/taxiway were derived from the airport's 1983 <br />master plan. <br />Alternative 4 is a combination of the costs of Alternatives 2 and 3, <br />yielding a 1989 cost of $4,145,000. Improvements associated with Alternative <br />5 aze estimated to cost $8,434,000. This figure includes $7,743,000 for <br />improvements to Gateway North Industrial Airport and $691,000 for <br />improvements at Lake Elmo. This would provide for minimum airport <br />development. Additional land would be required to accommodate a crosswind <br />rnmvay and expanded landside facilities. The remaining $691,000 is for <br />improvements at Lake Elmo Airport. <br />Development costs for Alternative 7 aze estimated at $11,888,000. This <br />cost includes $7,743,000 for improvements to Gateway North Industrial, <br />$2,454,000 for a parallel runway/taxiway, and $1,000,000 for an air traffic <br />control tower at Anoka County-Blaine, and $691,000 for a runway extension <br />at Lake Elmo. <br />Alternative 8 is estimated to have $10,345,000 of associated <br />development costs. This cost includes approximately $691,000 for a runway <br />extension at Lake Elmo, $2,454,000 for a parallel runway/taxiway and <br />$1,000,000 for an air traffic control tower at Anoka County-Blaine, and <br />$6,200,000 for a new airport is Search Area "A". <br />Alternatives 1 and 2, with development costs estimated at zero and <br />$691,000, respectively, received ratings of 5.
