<br />The construction of a pazallel runway and taxiway at Anoka County-Blaine <br />would increase the annual operational capacity of its airfield to approximately <br />355,000 operations, thereby decreasing average delay to approximately 1.2 minutes <br />per operation. To enhance pazallel operations and to improve safety, an air traffic <br />control tower is recommended. The Minnesota Department of Transportation and <br />MAC could consider funding tower wnstruction if the FAA would provide operating <br />costs. Other options such as a contract tower could also be explored. <br />(2) New General Aviation Aimort in Hennepin o m s Search Area "A" <br />Anew airport in Seazch Area "A" will provide three major benefits for the <br />reliever system: <br />Capacity enhancement <br />. Diversion from overburdened airports <br />Provision of additional geographic coverage <br />Without improvements, the reliever system's ASV will be approximately <br />1,890,000 operations. By the end of the planning period, more than 1,394,000 system <br />operations are projected, with the system operating at nearly 74 percent of capacity. <br />The addition of a new general aviation airport in Seazch Area "A" will provide a <br />substantial increase in available system capacity. Anew airport in asingle-runway <br />configuration will have the potential to accommodate 230,000 annual operations, thus <br />increasing capaaty by more than 12 percent. <br />A new general aviation airport in Seazch Area "A" could potentially attract <br />operations from airports projected to be seriously overburdened by the end of the <br />planning period. By the end of the planning period, Anoka County-Blaine is <br />projected to have more than 315,000 operations annually. Search Area "A" is located <br />in proximity to Anoka County-Blaine.
