The runway will probably not be constructed without the <br />ATCT to enhance safety at the airport. MAC and MnDOT aze having preliminary <br />discussions regazding options to initiate ATCT development with the intention to turn <br />the tower and its operation over to the FAA. It should be noted that the MAC does <br />not have the authority to operate an ATCT. <br />Providing a parallel rumvay for Anoka Cotmty-Blaine is not a new concept. <br />The airport's existing comprehensive development plan actually calls for the <br />development of two new parallels: one for the primary rumvay and one for the <br />crosswind runway. The Regional System Reliever Airports Study justifies the need <br />to implement one of these parallels as soon as possible, and it is suggested that <br />consideration be given to implementing the new runway parallel to the primary <br />runway. The airport's comprehensive plan will need to be updated to support this <br />phasing. The recommended parallel runway does not call for an upgrade in terms <br />of the airport's role, as all runways would remain less than 5,000 feet, keeping Anoka <br />County-Blaine a minor airport. <br />Several studies, including. a comprehensive airport development plan update <br />and an environmental assessment, would need to be undertaken prior to the actual <br />implementation of this recommendation, according to State regulations. It would <br />probably take from two to four years before a determination could be made <br />concerning the feasibility of this project. Design and construction efforts for this <br />project could extend over anotherthree- to four-yeaz period, indicating that a pazallel <br />V-6 <br />
