runway would not be available until the 1996-1998 timeframe at the earliest. Given •
the timefiame needed to implement this project, it is imperative that steps be
initiated immediately to pursue its feasibility so that appropriate contingenry actions
can be followed in the event that this recommendation cannot be implemented.
(2) Imrec_ti~te the Feasibijyy of a New Airoort in Search Area "A"
The second key component of the recommended plan is investigation of the
feasibility of developing a new airport in Search Area "A" Analysis has shown that
the development of a new airport in Search Area "A" would significantly enhance the
reliever system's operational capaaty and at the same time provide the possibility
of increasing reliever system coverage by intermediate airports as well as IFR
coverage of the reliever system. The process to identify a site in Search Area "A,"
prepare a comprehensive airport development plan, and conduct an environmental
assessment would take approximately six years to complete.
Given this timeframe, the process to determine the feasibility of this
re~mmendation should also be undertaken immediately. The need to actually
implement this rernmmendation is contingent on several factors:
The outcome of the cecommendatioa to provide a parallel runway at
Anoka County-Blaine Airport
The "track" selected for the region's commercial airport
The location of a new airport ff Track "B" is selected
The recommended re-use plan for Minneapolis-St. Paul International
if Track "B" is selected
If studies prove the recommendation for a new airport in Search Area "A" to
be feasible, it may be prudent to proceed with the land banking of the selected site.
This step would be contingent on the outcome. of the issues noted above, as well as
actual demand trends is tite region over the next several years.
V-7
