(3) o +raee Intragystem Diversion <br />The thud major component of the recommended.plan provides for actions <br />and development that would encourage aircraft is the system to move their <br />operations from overutilized to underutilized reliever system airports. A critical <br />assumption of this recommendation is that steps to maxzn+»p the existing reliever <br />system will be taken, including implementation of each airport's comprehensive <br />development plan recommendations. Steps to encourage intrasystem diversion and <br />maximize the existing system should begin immediately and should be undertaken in <br />conjunction with previous recommendations. <br />Under the recommended reliever system plan, diversion could occur between <br />AaokaCouuty-Blaine and a new general aviation airport and St. Paul Downtown and <br />Lake Elmo. With capacity-enhancing improvements (pazallel rtmway and ATCT) at <br />Anoka County-Blaine, approximately 43 based aircraft will need to relocate to a new <br />general aviation airport. If a parallel tvttway is not constructed at Anoka, the level <br />of operational delay projected for this facility rnuld result in the diversion of more <br />than 190 based aircraft to a facility with available capacity. Anew general aviation <br />airport is Seazch Area "A" would be the most likely recipient of this diversion. <br />Additional diversion, although not quantified as part of the system planning analysis, <br />is also expected to take place in both the short and long term from Crystal and Flying <br />Cloud to a new general aviation airport in Search Area "A." Approximately 100 <br />based aircraft can be expected at a new general aviation airport by the end of the <br />Planning period. <br />Because St. Paul Downtown has little opportunity for increasing its airfield <br />operational capaaty, diversion will likely occur as delay increases. Most of this <br />diversion will consist of light single- and twits-engine aircraft rather than the more <br />demanding business jets. Approximately 55 based aircraft, representing more than <br />49,000 operations, could be diverted to neighboring airports such as Lake Elmo if <br />improvements, including a runway extension, are implemented. <br />V-10 <br />
