<br />While intrasystem diversion has the potential to provide the most immediate <br />relief from a time perspective, there is little guazantee that this particular <br />recommendation will have an effect oa improving capacity constraints identified for <br />the existing system. This recommendation, is fact, provides no additional capacity <br />to the reliever system; instead, it utilizes the existing capacity at individual reliever <br />system airports more efficiently. <br />To encourage intrasystem diversion, differentials in fee structures will need <br />to be implemented to encourage system users to move to underutilized facilities. <br />Also, another effective method to divert general aviation activity from a primary <br />airport to reliever airports is to provide compazable facilities. Such facilities include <br />a runway extension at Lake Elmo, Flying Cloud, and Airlake, in addition to various <br />NAVAID and landside improvements. Airport-specific implementation needs related <br />to facilities and services that aze required to encourage intrasystem diversion are <br />detailed in this chapter. <br />The intrasystem diversion recommendation, on its own, is really a modified <br />do-nothing approach to resolving deficiencies in the existing reliever system. It does <br />little to resolve identified system shortfalls. While it appears that_ this <br />recommendation would be the easiest to implement, in reality, it may prove the most <br />difficult. Even with rate strucnue incentives and improved services and facilities, <br />users may choose to stay at congested facilities. 1'n reality, there aze no mechanisms <br />for ensuring intrasystem diversion. While it can be encottraged, it cannot be forced. <br />To rely on this recommendation as the sole action for resolving the reliever system's <br />defiaencies will most certainly result in an inefficient reliever system. The region <br />will have missed an opportunity to extend the useful life of Minneapolis-St. Paul <br />International. <br />If feasibility studies for a new airport in Search Area "A" and a pazallel trmway <br />at Anoka County-Blaine prove negative, the long-term viability of Minneapolis-St. <br />V-il <br />
