Intrasystem diversion <br />alone, even with contingencies (see the following section), cannot provide a reliever <br />system adequate to meet the long-term needs of the region under Track "A" <br />5. CONTINGENCY OPTIONS <br />It is quite possible that it may prove to be infeasible to implement one or more of <br />the system recommendations. As a result, contingenry options that can be followed in the <br />event Wat a portion of the recommended play cannot be implemented have been identified. <br />If it is proven impossible to provide a parallel runway at Anoka County-Blaine, local <br />demand generated in this part of the reliever system could be satisfied to some degree by <br />Gateway North Industrial. Gateway North Industrial is an existing public general aviation <br />airport with limited airside and landside facilities. In essence, under this contingenry, <br />Gateway would function as a reliever to a reliever. Both the airside and landside expansion <br />potential for Gateway are constrained; the airport does not have the potential to satisfy ail <br />excess demand forecast for Anoka County-Blaine. In the event that this contingenry must <br />be followed, demand will either go unnerved or substantial operating delays will be incurred <br />at Anoka County-Blaine. As part of the contingenry plan, Gateway's existing master plan <br />should be followed to ensure that it is developed to its fullest extent by its sponsor. Steps <br />to implement Gateway's master plan can proceed concurrently with this study's other <br />recommendations. <br />In a contingenry mode, a portion of the local demand that was to have been served <br />by a new airport in Search Area "A" could be served by Buffalo Municipal Airport. The <br />location of this facility is such that it is not considered a realistic reliever for Minneapolis- <br />St. Paul International. If it is found that it is impossible to supplement the existing reliever <br />system with either a parallel runway at Anoka County-Blaine or a new airport in Search <br />Area "A," however, local demand for the reliever system can be satisfied to some degree by <br />Buffalo Muniapal Airport. The City of Buffalo, the airport's sponsor, is is the process of <br />. preparing a master plan for the airport, which calls for both improved airside and landside <br />V-12 <br />
