Because the Regional System Reliever Airports Study was not conducted at a master <br />planning level of detail, many of its recommendations regazding environmental, engineering, <br />and community acceptance issues will warrant further study. Cost data for the <br />recommended plan, which aze based on projected activity levels and MAC's capital <br />improvement plan, are presented in short, mid-, and long-term increments; costs presented <br />herein typically represent projects related to new construction. Costs for maintenance and <br />rehabilitation projects, unless supplied by the airport owner, aze typically not included. <br />Probable funding sources for development projects aze divided between federal, State, local <br />public, and local private sources. Local public sources include MAC and the City of South <br />St. Paul. Local private expenses include items such as terminal or aircraft storage. These <br />costs are typically the responsibility of the FBOs. If activity levels deviate from the base <br />case projections, it maybe necessary to speedup or delay recommended improvements. All <br />projections for the recommended alternatives include diversion from airports surpassing 80 <br />percent of their operational capacity, namely Anoka County-Blaine and St. Paul Downtown. <br />• Recommended improvements at each airport are derived from three major sources: <br />Air and landside development projects developed from demand projections <br />(see Chapter II) <br />Capital improvements from MAC's capital improvement plan through 1996 <br />Capital improvements from South St. Paul's capital improvement plan <br />Current planning documents when available <br />9. gNOI{A COUNTY-BLAINE AIRPORT <br />Anoka County-Blaine Airport is located in the southern portion of Anoka County, <br />approximately 20 miles from Minneapolis-St. Paul International The 1,900-acre airport is <br />owned and operated by MAC. Anoka County-Blaine Airport is currently considered a <br />minor airport within the MAC system and is classified as a General Utility-Stage II facility <br />in the NPIAS.
