(1) Qperatonal Capacity
Currently, Anoka County-Blaine Airport has as annual capacity of
approximately 230,000 operations. In 1988, the airport was operating at neazly 87
percent of its capacity. With the construction of a new pazallel runway, the airport's
operational capaaty can be increased to 355,000 annual operations. By the end of
the planning period, the airport will be operating at approximately 80 percent of its
capaaty if diversion to the recommended airport is Seazch Area "A" occurs and a
parallel runway and ATCT are is place. Without a new runway and a new general
aviation airport to off-load excess demand, Anoka County-Blaine Airport will be
operating at more than 130 percent of its operational capacity by the end of the
planning period. Delay at Anoka County-Blaine Airport could approach an average
of 15 minutes per operation (more than 4.7 million minutes annually) by the end of
the planning period unless the recommended capaaty-enhancement projects aze
implemented. An operation is defined in this case as either a takeoff or a landing;
this indicates that on the average, an aircraft could experience delays of up to 30
minutes. With the implementation of the recommendation plan, however, delay
levels of this magnitude can be avoided and airport safety improved.
(2) Iandside Facilities
Existing aircraft storage at the airport consists of 295,700 square feet of
conventional hangar space, six T-hangars, and 164 de-downs. Currently, both
conventional hangar and tie-down storage are judged to be adequate. Based on
general planning criteria, however, T-hangar storage is slightly deficient. With the
realization of projected demand levels, an additional 28,800 squaze feet of
com~entional hangar space, 15 T hangar stalls, and four tie-downs will be required
by the end of the planning period.
Currently, the airport has approximately 2,400 square feet of terminal space.
Based on FAA planning criteria, this is approximately 7,300 feet less than existing
V-37
