Rewmmended improvements for the airport include the addition of MIRL <br />on the proposed runway. In addition, the new runway should be equipped with <br />RE1Is at both runway ends. The February 1990 airport layout plan prepazed for the <br />airport indicates an ultimate precision approach on Runway 26. The extension of this <br />runway and the addition of a precision approach will increase the attractiveness of <br />Anoka County-Blaine to pilots who currently fly to Airlake or Flying Cloud for IIS <br />training. An IIS will also improve the overall IFR coverage in the northwestern <br />portion of the metropolitan region. The FAA has indicated that a 4,200-foot long <br />runway may be required before a precision approach is approved. <br />Aa ATCT would be beneficial for the operation of a pazallel runway. It is <br />recommended that this tower be equipped with a radar monitor to aid in approach <br />and departure control. The FAA will consider funding a tower when an airport's <br />operational level reaches a critical threshold. By 1993, Anoka County-Blaine Airport <br />will reach the required level of general aviation local and itinerant operations to <br />warrant consideration by the FAA At this point, however, such a project would be <br />competing with similaz projects throughout the region. MnDOT and MAC have <br />indicated that they may act as ajoint-funding source for tower construction if the <br />actual operation of the tower would be federally funded. It is recommended that the <br />coordination of such a joint project continue. <br />(4) Area Airspace <br />Anoka County-Blaine Airport is located approximately 14 nautical miles north <br />of Minneapolis-St. Paul International Airport. The airport currently has three <br />instrument approach procedures consisting of a VOR on Runway 8, a VOR/DME <br />on Runway 26, and an RNAV on Runway 17. As a VFR airport, Anoka County- <br />Blaine has no interference from surrounding airports. As an IFR facility, however, <br />there are some possible rnnstraints. Crystal Airport, located seven nautical miles to <br />the southwest, shares the same VORTAC for IFR instrument approach procedures; <br />however, this should not interfere with a precision approach on the east-west runway. <br />V-40 <br />
