The 1983 master plan indicates the ultimate development of a precision approach to
Runway 26. It should be noted that the FAA has indicated that a runway length of
at least 4,200 feet will probably be required before a precision approach is approved.
A possible constraint to constructing dual runways at the airport is the antenna
farm located approximately 4.7 nautical miles to the southeast of the airport. These
towers aze the highest objects in the region and could therefore affect missed
approach procedures for dual tumvays to the east and south and approach and
departure procedures to the southeast. Additional airspace analysis will be required
to adequately assess all airspacx issues irnolving new rttmway construction
(5) wort Environs
The airport is located near a number of residential azeas to the east, west,
and south that will limit future land em~elope expansion The cities of Lexington
- and Circle Pines aze located to the east and the City of Mounds View is located to
the south. The azea north of the airport is more sparsely developed, with commercial
use, farms, wetlands, and public open-space areas.
The land envelope at Anoka County-Blaine Airport covers approximately
1,900 acres. On-airport development, according to the 1986 EIS, is constrained in
several areas. The western portion of the airport property is constrained by protected
wetlands, a county ditch, and the 100-year floodplain. The. northern and eastern
portions of airport property aze also wnstr;ined by lazge wetland azeas. According
to a recent MAC study, there aze several lazge on-airport parcels that can
accommodate landside expansion.` One of these pazcels is located on the north side
of Rumvay 8/26 and the other pazcel is located to the west of Runway 17/35,
adjacent to the existing building azea.
' Evaluation of Aircraft Storage Capaaty -MAC General Aviation Airports, December
21, 1987.
V-41
