(7) system Plan Continpencv <br /> <br /> <br />The FAA has indicated a pazallel runway could be opened for operation <br />without an ATCT; however, an ATCT would help to ensure safe operation. <br />Projections indicate that Anoka County-Blaine Airport will be eligible for a tower by <br />1993, according to FAA standards. According to FAA criteria, the first step in <br />obtaining a tower is meeting the number of necessary operations. Once the potential <br />candidate airport has been identified, a cost benefit analysis must then be completed <br />before a tower can be established. While it is likely that the airport will meet the <br />operational requirements for an ATCT during the planning period, it is possible that <br />funding .would not be available in the near future for tower construction. The <br />MnDOT and MAC have indicated that they would consider funding the construction <br />of the ATCT and then pass control to the FAA. If funding can be secured for a <br />tower, it is important to explore the feasibility of constructing a parallel runway as <br />soon as possible. <br />If an ATCT and/or pazallel runway are not feasible for the airport, it is <br />recommended that Gateway North Industrial Airport function as a reliever to the <br />reliever system to help accommodate a portion of the demand generated by Anoka <br />County-Blaine Airport. It should be noted that without the construction of a pazallel <br />runway, Anoka County-Blaine will have to divert more than 190 based aircraft, <br />representing more than 128,000 operations, to achieve an operational capacity of 80 <br />percent. While Gateway North Industrial is somewhat restricted in the level of <br />development that can be achieved, it could still accommodate a portion of the <br />demand projected for the northwestern portion of the metropolitan area. It is <br />recommended that development at Gateway North .Industrial proceed as <br />recommended in its 1985 master plan. <br />While an improved Gateway North Industrial Airport and "do-nothing" <br />scenario at Anoka County-Blaine could help to accommodate growing aviation <br />demand for a short time, a new reliever airport is rewmmended for Hennepin <br />V~6 <br />
