This new general aviation airport would off-load demand <br />to be served by Anoka County-Blaine Airport, as well as excess demand from Crystal, <br />Flying Cloud, and Minneapolis-St. Paul International. Tf a new airport cannot be <br />impiemented, Buffalo Municipal may be able to attract a limited portion of the <br />locally generated future demand. <br />10. ST. PAUL DOWN'COWN AIRPORT <br />St. Paul Downtown Airport is located immediately south of the business district of <br />St. Paul, approximately 6S nautical miles southeast of Minneapolis-St. Paul International <br />Airport. This MAC facility is the only intermediate airport in the metropolitan area and <br />therefore, as a result of its location and facilities, serves as the primary reliever for <br />Minneapolis-St. Paul International. <br />The airport is currently used extensively by corporate aircraft and is one of the <br />busiest relievers in the system. A key to this airport's popularity with business aircraft is <br />its proximity to the downtown Minneapolis-St. Paul azea, rumvay length, ILS, and available <br />landside facilities. <br />The NPIAS classifies this airport as a Transport facility. In addition to the numerous <br />private and corporate aircraft based at the airport, the U.S. Army Reserve and the Army <br />National Guard maintain a number of helicopters for in-flight training purposes at the <br />airport. Esbtbit V-4 illustrates the existing airport layout and recommended system <br />improvements. <br />(1) Operational Capa <br />St. Paul Downtown Airport has an estimated annual operational capacity of <br />260,000 operations. In 1988, the airport operated at approximately 58 percent of its <br />capacity. Because it has limited opportunities for capaaty enhancement, an <br />unconstrained growth scenario has the airport approaching 100 percent of capacity <br />V-47 <br />
