It is important to note that if Track B development requires that Minneapolis-
St. Paul International be closed to all aircraft operations, St. Paul Downtown would
be the most likely recipient for many of these general aviation operations, especially
corporate aircraft. Also, Track A development weld require that land currently used
for general aviation facilities be used to improve airside facilities at Minneapolis-St.
Paul Intetvational. Either scenario would increase the delay at St. Paul Downtown
as general aviation aircraft relocate from Minneapolis-St. Paul International. These
30 to 40 relocating aircraft could account for up to 36,000 additional operations at
St. Paui Downtown. If the existing and planned landside facilities cannot
accommodate this possible diversion of corporate aircraft, it may be feasible to
consider relocating existing military facilities at St. Paul Downtown to free up land
for additional wrporate facilities. The feasibility and desirability of military
relocation would need to be.addressed as part of the continuing planning process.
11. SOUTH ST. PAUL AIRPORT
South St. Paul Airport is located on the southern border of South St. Paul where it
meets Inver Grove Heights, approximately seven nautical miles southeast of Minneapolis-
St. Paul International and 3.7 nautical miles south of St. Paul Downtown Airport. This
minor airport is owned by the City of South St. Paul. The South St. Paul Board of
Aeronautics is responsible for polity related to the airport's operation, maintenance, and
development. South St. Paul, currently the only non-MAC airport in the reliever system,
is classified as a General Utility-Stage II facility in the NPIAS. Ealubit V-5 illustrates the
existing airport layout and rewmmended system improvements for the airport.
(1) operational Capacity
South SG Paul's operational capacity is estimated at 230,000 annual operations.
Currently, the airport is operating at less than 20 percent of its capaaty. By the end
of the planning period, the level of operations at the airport is expected to reach
V-57
