roadways, runway lighting, electrical system repair, and the construction of a <br />maintenance building that will serve both Flying Cloud and Anoka County-Blaine <br />airports, as well as Crystal Airport. It is also recommended that additional <br />terminal/administration area be provided for the airport. Funding for the airport's <br />terminal/administration areas would likely be the responsibility of local FBOs <br />because there is not a MAC terminal at Crystal The FAA is in the process of <br />installing a D-Write radar monitor at the airport. <br />The onlymid-term development project for the airport is continuing pavement <br />rehabilitation (as indicated by the MAC capital improvement plan). This project is <br />estimated at 5450,000. Aa increase in itinerant ramp is the only long-term project <br />identified for the airport as part of the system plan. The estimated cost for this <br />project is 5117,500. A summary of projects and potential funding sources for Crystal <br />Airport is provided in Table V 10. Other than planned or programmed MAC <br />projects, no maintenance or replacement costs were included in this analysis. <br />(7) System Plan Contineencv <br />While Crystal Airport should be able to accommodate the operational demand <br />projected for the planning period, operational demand may increase beyond the <br />demand projected if Anoka County-Blaine Airport is not able to increase its capacity <br />with the implementation of a parallel rumvay and control tower. It is possible that <br />as delay increases at Anoka County-Blaine, some aircraft may divert to neighboring <br />airports. Because Crystal Airport is the closest reliever to Anoka County Blaine, <br />some transfer of aircraft may occur. By the end of the planning period, Crystal <br />Airport is projected to be operating at close to 80 percent of its capacity without <br />absorbing a~ diverted demand from other system airports. The location of a new <br />general aviation airport in Search Area "A" could potentially provide relief to Crystal <br />Airport if demand increases faster than projected. If a new general aviation airport <br />is not feasible, Buffalo Municipal could accommodate a limited portion of the locally <br />generated demand in the northwestern area of the metropolitan region. <br />V-69 <br />
