addition, most of the survey respondents from St. Paul Downtown prefer a runway • <br />of at least 4,000 feet. <br />(3) Airside Facilities <br />Lake ELno's runway layout consists of a 2,850-foot long by 75-foot wide <br />northeast-southwest runway (Runway 13/31) and a2,500-foot long by 75-foot wide <br />northwest-southeast runway (Runway 3/21). Both runways aze served by full pazallel <br />taxiways. The airport's 1976 master plan proposes two parallel runways (13L/31R <br />and 3R/21L); however, a pazallel runway tray not be required by the end of the <br />planning period. <br />The master plan recommends that a new, 3,900-foot long pazaliel runway <br />(13R/31L) be constructed approximately 600 feet from the existing primary runway <br />(13/31). This new runway would require the relocation of Backwoods Lane. The <br />master plan also recommends a 1,000-foot extension to Runway 3/21, for an ultimate <br />runway length of 3,500 feet. It is also recommended that Runway 3/21 be widened <br />to 100 feet. While the longer, pazallel runway (13R/31L) would enhance Lake Elmo, <br />it will probably not be required during the planning period from a capacity <br />standpoint. <br />In addition, the master plan indicates that a pazallel rumvay would be at least <br />three times the cost of 1,000-foot runway extension for Rumvay 3/21. Considering <br />the existing nonprecision approach is on Runway 3, and no further extension is <br />indicated for Runway 13/31, it is recotttmended that Runway 3/21 be extended. A <br />1,000-foot extension would allow the airport to handle a greater percentage of the <br />general aviation operating fleet at increased useful loads and help attract excess <br />demand from St. Paul Downtown Airport. The majority of demand diverted from <br />St. Paul Downtown to Lake Elmo is expected to be light single- and twin-engine <br />aircraft. In addition to the tumvay extension, it is also recommended that Runway <br />3/21 be widened to 100 feet. A comprehensive development plan is currently <br />V-84 <br />
