• underutilized relievers will have to offer comparable facilities. While there are no existing <br />reliever airports in close proximity to Anoka County-Blaine, a new general aviation airport <br />would be able to accommodate diversion from Anoka County-Blaine. St. Paul Downtown <br />will approach 100 percent of its operational capacity by the end of the planning period. <br />While it is unlikely that the more demanding corporate aircraft will divert to surrounding <br />airports, light single- and twin-engine aircraft could divert to neighboring airports. Lake <br />Elmo would be the likely reapient of a portion of this diversion if facilities there are <br />improved. Recommended improvements at Lake Elmo include a runway extension of 1,000 <br />feet and additional landside facilities such as aircraft storage. <br />Various system planning contingencies were also considered in the event that some <br />or all of the recommended improvements cannot be implemented. Two sernndary ring <br />airports, Buffalo Muniapal and Gateway North Industrial, are in a position to accommodate <br />some of the demand expected in the northwestern portion of the metropolitan area. While <br />these two airports do not have the land or airside facilities or a suitable location in relation <br />. to Minneapolis-St. Paul International to function as relievers, it is recommended that they <br />be developed as indicated in their respective master plans.
