Promote diversion from overburdened facilities by improving facilities and <br />services at each of the reliever airports <br />The first two recommendations, enhancing capacity at Anoka County-Blaine Airport and <br />developing a new general aviation airport, address the growing airport operational capacity <br />problems in the northwestern portion of the metropolitan area. Anoka County-Blaine is <br />projected to experience operational demand in excess of 130 percent of its existing capacity <br />by the end of the planning period. While the airport could continue to operate at this <br />level, delay would average more than 15 minutes per operation. The construction of a <br />parallel rumvay, in association with as ATCT, would increase capacity by more than 50 <br />percent. It is important to note that it is unlikely the FAA will sponsor the construction of <br />an ATCT in the neaz future; however, MAC and MnDOT have expressed preliminary <br />interest in jointly funding construction if the FAA would take over operation costs. <br />Even with the construction of a parallel rumvay, Anoka County-Blaine cannot handle <br />all the demand is the northwestern region. It is therefore recommended that the feasibility • <br />of a new general aviation airport be considered in the already identified Hennepin County <br />Seazch Area "A." It is important that this recommendation be implemented as soon as <br />possible due to the time considerations associated with new airport construction. <br />Anew general aviation airport will provide additional capacity to the rapidly growing <br />northwest section of the metropolitan region. It is rernmmended that this new facility be <br />sited on approximately 500 acres. This would accommodate an initial 5,000-foot long <br />runway with an ultimate rumvay length of 6,000 feet. This new general aviation facility <br />should be able to support a precision approach when demand warrants. .If the <br />recommended system plan is implemented, approximately 100 based aircraft representing <br />68,000 operations can be anticipated at a new general aviation facility. If Anoka County- <br />Blaine cannot implement a parallel runway, demand for a new general aviation airport will <br />be substantially increased. <br />To promote diversion from those facilities that aze projected to be overburdened by <br />the end of the planning period, namely St. Paul Downtown and Anoka County-Blaine, <br />V-111 <br />
