The Commission has recognized the need to periodically review its leases, rates and <br />chazges. An Ad-Hoc committee was established by the Commission to look at the <br />rates and chazges for their existing airports, the reliever study recommends that such <br />an assessment also be conducted to include a look at the implications of future <br />reliever airport development recommendations. <br />• Implementation Funding Study -The reliever study considered a number of <br />contingency options that could potentially involve the addition of other public use <br />and/or public owned airports into the system. Both the city of So, South St. Paul and <br />the city of. Ramsey have requested that the regional airport operating authority <br />(MAC) acquire their airports and/or otherwise assist the communities in the <br />development ,operation and maintenance of the facilities. <br />• The reliever study assumes that these two facilities will be functioning as part of the <br />system through the year 2008; however, based upon recent information indicates that <br />such an assumption may not be warranted because of funding and development <br />pressures. Because of the system implications being considered in the reliever airports <br />rates and chazges study it is important to determine the financial exposure to the <br />Commission under various development scenarios. <br />An assessment could be made of acquisition such as was done at the other <br />commission airports, however, less-than-acquisition options that could involve such <br />things as capital seed monies, operation and maintenance support, local matching <br />funds for federal and/or state grants in aid, facility acquisition loan, etc; and an <br />analysis of legal or administrative vehicles needed to accomplish such assistance <br />measures should be considered. <br />Airport Planning -Under airport planning it is important to have current <br />comprehensive plans for each facility. Because of the lead times involved in the <br />overall implementation process it is necessary to have plans available for certain <br />critical airports. The Commission is in the process of updating the St. Paul Downtown <br />Airport plan and the Flying Cloud airport plan. The implementation of plans for <br />Anoka Co: Blaine airport is also recommended. A site feasibility study for a <br />potential new general aviation airport in search area (A) should also occur once a <br />search area for a potential new major airport is selected. Other airport plans should <br />be assessed for their currency as suggested in the Aviation development guide. The <br />environmental studies and implementation costs and feasibility should be ascertained <br />prior to the major airport decision in 1996. <br />• Navigational aids -this general title includes all of those equipment upgrades needed <br />to enhance an airport's safety and general usability, especially to attract the itinerant <br />and based aircraft users from MSP. It involves airfield lighting, signing, navigation <br />aids, landing aids, improved air traffic control equipment and procedures, and <br />protection of communications frequencies and airspace operating areas. An air traffic <br />control tower and an II.S at Anoka Co: Blaine Airport, are the major system <br />additions recommended. Although the aircraft activity does not qualify the Anoka Co. <br />
