Blaine airport for an FAA operated tower in the short term the Commission and <br />Mn/DOT should explore other means of providing air traffic controllers. The early <br />implementation of air traffic control would enhance the safety of operation at the <br />airport. A decision on actual construction of a new tower at this airport should <br />however be based upon the locational decision and timing for the potential new <br />major airport. <br />Capital Improvements - A major factor in system development priorities is to use <br />existing facilities as effectively as posstble. In the case of So. St. Paul airport it <br />appears that the existing runway surface is deteriorating and the city is financially <br />restricted in providing funds for resurfacing. Since this is only a one runway airport <br />the potential for closure in the very short term is evident and loss of this airport's <br />capacity to the system and e~dsting public and private investments needs to be <br />protected. It is recommended that a joint community/agency effort be undertaken in <br />the short-term to address the issue. <br />Flying Cloud airport is in a prime service area to attract corporate aircraft users from <br />MSP. The airports comprehensive plan, update should be completed and a runway <br />extension and additional aircraft building area developed in the next five years. <br />At St. Paul Downtown Airport, it is recommended that the elevated hangar area be <br />further developed to continue the improvements to the areas -only primary reliever <br />airport. <br />Land Acquisition - It was recommended that no major land acquisition occur in the <br />short term. Minor acquisition associated with an approved airport comprehensive <br />plan should be allowed to proceed. <br />Medium and Low Priority Projects are: <br />Those projects titat would logically be scheduled to reflect prior action on high priority items <br />and/or wntinued forecast expectations. Low priority development reflects primarily <br />contingency development items and planning activities required if high priority actions are <br />not successfully implemented. <br />These projects are included to give an outline of future system development in the event a <br />new major airport is not selected for implementation in a particular location or time period. <br />All medium and low priority projects would as a matter of course be reassessed after a <br />major airport decision scheduled for 1996 under the major airport dual-track planning <br />process. <br /> <br />The most important feature is that major capital investment is not recommended at either <br />Airlake or Anoka Co: Blaine due to the possible effects to the facilities or their operation <br />if a major airport is located either north or south of the Twin Cities urban area. <br />
