As part of the Regional System Reliever Airports Study, three <br />primary recommendations were made to resolve deficiencies identified for <br />the existing system. These recommendations are discussed in the <br />following sections. <br />Develop parallel runway and air traffic control tower at Anoka <br />County-Blaine Airport. Much of the operational capacity shortfall <br />identified for the reliever system will be experienced at this reliever <br />system airport. By providing a pazallel north/south runway for <br />Runway 17/35, annual operating capacity can be increased from <br />230,000 annual operations to 355,000 annual operations. A pazallel <br />runway cannot, however, be operated without the presence of an air <br />traffic control tower. Initially, the airport will not qualify for an <br />FAA-operated tower. The Metropolitan Airports Commission (MAC) <br />and the Minnesota Depaztment of Transportation (MnDOT) could <br />consider options for developing a tower with the FAA then operating <br />it. <br />H54\4 <br />• ~ • f~~`~=•~ <br />-lo- <br />METROPOLITAN COUNCIL <br />
