As part of the Regional System Reliever Airports Study, three
primary recommendations were made to resolve deficiencies identified for
the existing system. These recommendations are discussed in the
following sections.
Develop parallel runway and air traffic control tower at Anoka
County-Blaine Airport. Much of the operational capacity shortfall
identified for the reliever system will be experienced at this reliever
system airport. By providing a pazallel north/south runway for
Runway 17/35, annual operating capacity can be increased from
230,000 annual operations to 355,000 annual operations. A pazallel
runway cannot, however, be operated without the presence of an air
traffic control tower. Initially, the airport will not qualify for an
FAA-operated tower. The Metropolitan Airports Commission (MAC)
and the Minnesota Depaztment of Transportation (MnDOT) could
consider options for developing a tower with the FAA then operating
it.
H54\4
• ~ • f~~`~=•~
-lo-
METROPOLITAN COUNCIL
