Investigate the feasibility of providing an additional reliever airport <br />in Search Area "A." Operational capacity shortfalls and coverage <br />by intermediate and 1FR airports could be supplemented through the <br />development of a new general aviation airport in Search Area "A." <br />This facility could resolve operational deficiencies projected for <br />Anoka County-Blaine, Crystal, and Flying Cloud airports. This study <br />recommends that further analysis be undertaken to detetmitte the <br />operational, economic, and environmental feasibility of developing an <br />additional reliever in this azea. If feasibility proves positive, <br />additional system monitoring efforts outlined as part of this study's <br />implementation effort will be drawn on to determine the continued <br />need for and actual timing of the additional reliever. Actual system <br />demand and the selected commercial airport "track" will drive the <br />ultimate need for this airport. Anew general aviation airport should <br />be designed for ultimate development as an intermediate facility. <br />Encourage intrasystem diversion to those airports that~have capacity <br />surpluses. This recommendation does not increase system capacity, <br />it snnply makes better use of existing capacity. This strategy is <br />n•primarily to resolve capacity shortfalls for St. Paul Downtown <br />Excess demand could be served at Lake Elmo. Other <br />intrasystem diversion could also be encouraged. Facility and service <br />improvements, in conjunction with revisions to the fee structure for <br />the reliever system, aze necessary to encourage diversion. Diversion <br />cannot be mandated even with improvements, which indicates that <br />this recommendation may have limited effectiveness for meeting <br />identified system needs. In order to make the existing system more <br />attractive and able to accommodate projected demand, a number of <br />development projects are recommended. These include runway <br />extensions at Flying Cloud and Lake Elmo airports and a runway <br />extension and crosswind runway at Airlake Airport. In addition to <br />these airside improvements, aircraft storage and NAVAID <br />improvements are recommended at each of the existing relievers. <br />-11- <br />METROPOLITAN COUNCIL <br />
