Anoka County-Blaine Airport will experience the <br />most significant operational shortfall of the reliever <br />system airports during the planning period unless <br />developed. Assuming annual operational capacity can be <br />increased by providing a parallel runway and some <br />diversion to neighboring facilities, the airport's demand <br />capacity ratio can be maintained at 80 percent. Without <br />capacity enhancement, delay at the airport could average <br />more than 15 minutes per operation by 2008. To avoid <br />serious operational delays, a parallel runway, as <br />suggested in the airport's 1983 comprehensive plan, is <br />recommended. Before the proposed runway could be <br />operated, however, an air traffic control tower should be <br />provided. The constmcdon of a tower in conjunction <br />with the operation of pazallel runways would greatly <br />enhance the airport's safety and is considered desirable by the FAA. When Runway 17R/35L is <br />operational, the existing airport layout plan recommends shortening Runway 17L/35R to 3,500 feet and <br />thi <br />usmg s runway for trauung. <br />Additional aircraft storage and itinerant ramp will <br />also be required to meet future demand. MAC, the <br />owner of the airport, has recommended lengthening <br />Runway 8/26 to 4,000 feet as suggested in the airport's <br />comprehensive plan. A precision instrument approach is <br />recommended, as indicated for Runway 26 on the <br />existing airport layout plan.
