Due to its geographic location and available runway <br />length, St. Paul Downtown Airport functions as the <br />primary reliever for Minneapolis-St. Paul Intemational. <br />Activity at the airport is expected to increase; a portion <br />of this increase will result from demand that would <br />otherwise be accommodated at Minneapolis-St. Paul <br />International. To accommodate corporate activity at St. <br />Paul Downtown, it may be necessary to encourage <br />smaller single- and twin-engine general aviation aircraft <br />to use other system airports. <br />Most of the airport's landside facilities are generally <br />adequate. Additional hangar space will be required. to <br />accommodate corporate aircraft. MAC, the owner of <br />St. Paul Downtown, is preparing an additional 25-acre <br />site for landside facilities. Long-term expansion potential at St. Paul Downtown is limited by <br />topographical and physical constraints. <br />Over the planning period, many of the projects at <br />St. Paul Downtown will focus on rehabilitation and <br />renovation. The development of a new air traffic control <br />tower, the installation of a D-Brite radar monitor, and <br />the addition of a nonprecision approach and MALSR on <br />Rtmway 14 are being recommended as part of the <br />airport's comprehensive plan update. These developments <br />would improve the airport's overall accessibility and role <br />as a reliever. Additional microwave landing system <br />(ML.S) approaches could also be considered in the long <br />term. <br />-16- <br />METROPOLITAN COUNCIL <br />
