D. Attend and present appropriate study information at the public meeting, two meetings with the Airport Commission, at the meeting with the City Council, the day of the Hearing (pre- hearing) and at the Public Hearing. (Total of 5 meetings) E. Respond to comments and/or take appropriate actions in response to comments from review or at the Public Hearings. This level of effort shall be consistent with the allocation of hours outlined in Exhibit A. Substantial effort beyond the hours outlined shall be performed as an additional service. F. Provide 10 copies of the preliminary engineering (justifica- tion and costs) report and assist with preapplication for AIP funds for land acquisition. G. Provide survey services for airport property surveys to aid with acquisition and preapplication efforts. H. Provide 55 copies of the relocation plan which shall be approvable to all participating agencies and in accordance with State and local laws and the Federal Uniform Relocation Assistance and Real Property Acquisition Policies Act. I. Provide a cost estimate of the land acquisition program and relocation program for the AIP preapplication. J. Conduct all Phase I relocation/acquisition activities in accordance with the Uniform Act. K. The following services have not been included in the scope of work and may or may not be required of the Engineer. If required, they shall be provided as additional services with an amendment to this agreement: o Assist with preparation of DBE (MBE/WBE) program. o Additional meetings. o Assist with revising building code standards and zoning ordinance to meet MC land use compatibility guidelines. o Detailed implementation plan for noise abatement (MC). o Historic and archaeological survey. o Extensive work on cemetery if determination of adverse affect is made by State Historic Preservation officer and FAA agrees. o Other services as may be requested which are not identified herein and in Exhibit A. II. Payment for Engineering Services Payment for the engineering services required for completion shall be accomplished on the basis of the actual cost, using hourly rates, and with a fixed fee of $6,105.73 plus reimburse- able expenses, the total not to exceed $59,585.00 unless an amendment to this agreement is approved by the participating agencies. The basis for payment is presented in attached Exhibit A.
