AC 150/5900-1B 1/31/79 <br />3. ELIGIBLE PLANNING GRANT PROJECTS. Eligible planning grant projects <br />include airport system plans for states and metropolitan and regional areas <br />and master plans for individual airports. These planning projects are to be <br />based on short, intermediate, and long-range forecasts of aviation demand <br />(usually 5, 10, and 20 years) and are defined as follows: <br />a. Airport System Plans. A system plan represents the development for <br />planning purposes of information and guidance to determine the extent, type, <br />nature, location, and timing of airport development needed in a specific <br />area to establish a viable and balanced system of public airports. It <br />includes identification of the specific aeronautical role of each airport <br />within the system, development of estimates of system -wide development costs, <br />and the conduct of such surveys and other planning action as may be necessary <br />to determine the short, intermediate, and long-range aeronautical demands <br />required to be met by the particular system of airports. <br />(1) State Airport System Plan. A state airport system plan is a <br />representation of the aviation facilities required to meet the immediate and <br />future air transportation needs of the state and to achieve the overall goals <br />of the state. It recommends the general location and characteristics of new <br />airports and the nature of expansion for existing ones. It shows the timing <br />and estimated cost of development, relates airport system planning to the <br />economic development and environmental goals of the state, and is accomplished <br />in a comprehensive planning framework. When the state contains major <br />metropolitan areas or regions for which metropolitan area or regional system <br />plans are to be developed, it is necessary that they be integral components <br />of the state plan and highly desirable that they be developed in conjunction <br />with the state plan. The state plan, which includes the incorporated <br />regional and metropolitan area plans, provides a basis for the preparation <br />of definitive and detailed individual airport master plans. Guidance for <br />the preparation of state plans is contained in AC 150/5050-3, Planning the <br />State Airport System. <br />(2) Metropolitan and Regional Area Airport System Plans. These <br />plans are a representation of the aviation facilities required to meet the <br />immediate and future air transportation needs of the area involved. They <br />recommend the extent, type, nature, general location, estimated cost, and <br />timing of airport development required to meet aviation needs and provide a <br />basis for the preparation of definitive and detailed master plans for <br />individual airports contained within the system. Metropolitan and regional <br />area system plans should be developed in conjunction with and become a part <br />of a state airport system plan. Metropolitan and regional areas which have <br />more than one publicly owned airport and which include a medium or large <br />hub are eligible for system planning grants. A metropolitan area plan usually <br />covers a standard metropolitan statistical area (SMSA) while a regional plan <br />usually covers a state planning region or district.
