1/31/79 <br />AC 150/5900-1B <br />• <br />4 <br />• <br />(3) Continuous Airport System Planning Process. The maintenance <br />and updating of system plans to reflect changing conditions and needs are <br />achievable through the Continuous Airport System Planning Process (CASPP). <br />This process includes surveillance, coordination and service activities, <br />periodic plan reevaluation, special studies as required, and interim and <br />formal plan updates. Normally a CASPP is designed to update the system plan <br />on a three to five-year cycle. Additional information on this is contained <br />in AC 150/5050-5. <br />b. Airport Master Plans. An airport master plan presents the planner's <br />conception of the short, intermediate, and long-range development of a <br />specific airport. It presents the research and logic from which the plan <br />evolved and displays the plan in a graphic and written report. Master plans <br />are applied to the modernization and expansion of existing airports and to <br />site selection and planning for new airports. It is desirable that airport <br />master plans be developed within the framework of metropolitan or regional <br />plans or state airport system plans. Guidance for the preparation of airport <br />master plans is contained in AC 150/5070-6, Airport Master Plans. To be <br />eligible for a planning grant, a master planning project must be for an <br />airport or location which is included in the current NASP for the first <br />five-year period. In unusual circumstances, such as the selection of a site <br />for a new airport, a master planning project for an airport or location <br />included in the NASP for the second five-year period may be allowed. <br />G. SPONSOR ELIGIBILITY. Eligible planning grant sponsors include <br />planning agencies for airport system plans and public agencies for airport <br />master plans. Definitions relating to planning grant sponsors include: <br />a. Planning Agency. This is an agency designated by the FAA <br />Administrator which is authorized by the laws of the state or states <br />(including the Commonwealth of Puerto Rico, the Virgin Islands, American <br />Samoa, the Trust Territory of the Pacific Islands, and Guam) or political <br />subdivisions concerned to engage in areawide planning for the areas in <br />which the grant assistance is to be used. <br />b. Public Agency. This is a state, the Commonwealth of Puerto Rico, <br />the Virgin Islands, American Samoa, the Trust Territory of the Pacific <br />Islands, and Guam or any agency of them; a municipality or other political <br />subdivisions; or a tax -supported organization; or an Indian tribe or pueblo. <br />A public agency which sponsors an airport master plan should be legally <br />capable to implement the airport development which is proposed as the result <br />of the planning study. <br />c. Cosponsors. If two or more agencies desire to coapply for a <br />planning grant, only one of the agencies needs to be an eligible sponsor. <br />If the cosponsors are willing to jointly assume the obligations of the grant <br />agreement, they should submit a single application executed by all of the <br />cosponsors. If the cosponsors do not desire to jointly assume the <br />obligations, only the eligible sponsor has to sign the application, but a <br />copy of the executed agreement between all parties should be submitted <br />Chap 1 <br />Par 3 <br />3 <br />
